Roof Collapse School Operating Without CF
MARANG, April 13 (Bernama) — Sekolah Menengah Wakaf Tapai whose hall roof collapsed on Friday does not have a Certificate of Fitness for Occupation (CF) although it has been operating since 2005.
The Education Ministry’s buildings division principal assistant secretary (Technical) Samini Omar said the school, built under the Eighth Malaysia Plan, had to be used because of pressing needs at the time.
“We were issued a temporary CF while waiting for the CF to enable the school to be used because of pressing needs at the time.
The roof of the hall, which cost over RM2 million to build, collapsed at 8.30pm on Friday.
However, there were no casualties in the incident.
Samini also said the school’s management had been instructed to stop using its industrial workshop building because its roof also appeared to have structural problems.
Investigations also revealed there were soil movements where the school was built, he said.
However, he said this did not affect the overall safety of the four building structures of the school.

Why did the school start operating without the actual CF? And why, even after 3 years, the CF still wasn’t issued? I mean, 3 years is more than enough to issue a Certificate of Fitness, is it not? Especially for a public building, for a SCHOOL!
And it’s just amazing how the Ministry actually knew about this, and never pressured anyone for the CF to be issued. After all, there must have been a reason why the CF wasn’t issued, and the Ministry, since they knew about it all along, should have dug deeper to find out why. Without a CF, buildings are not supposed to be occupied at all. It’s a good thing that no one got injured in this case.
And seriously, “pressing needs” does not even start to cover the actual consquences of what was potentially a fatal accident.
